About the EU-Japan Economic Partnership Agreement (EPA)
The EU-Japan Economic Partnership Agreement (EPA) entered into force on 1 February 2019 as the economically most significant bilateral trade agreement ever concluded by the EU regarding market size, covering nearly 30% of global GDP. It eliminates duties on 99% of all tariff lines on the EU side and 97% by Japan. The Agreement also reduces non-tariff measures, provides new opportunities for trade in services, investment, electronic commerce and public procurement, and offers protection for intellectual property rights. It supports the connection between trade and sustainable development and includes a specific commitment regarding the Paris Agreement on climate change. About this Ex-post Evaluation
February 2025 marked the sixth anniversary of the EU-Japan EPA’s application. This ex-post evaluation aims to conduct an evidence-based analysis of the Agreement’s economic, social, environmental, and human rights impact six years into its implementation. The assessment relies on economic modelling, literature review, statistical data analysis, and stakeholder consultations.
Related to the impact areas, the analysis consists of four sustainability pillars: economic, social, environmental and human rights. Additionally, through case studies, the evaluation provides an in-depth analysis of specific issues, such as trade in key agricultural products, protection of geographical indications and trade in services.
